The casino received approval from PGCB the following month, then opened a retail sportsbook on Jan. 24, 2019. Caesars online betting apps came later than expected in PA, likely due to a lingering merger deal with Eldorado Resorts, Inc.
The Caesars online sports betting app dropped in mid-March, 2020 with an online casino following in April.

Harrah’s Philadelphia won’t win any for décor or ambiance anytime soon, but it does a great job of creating a friendly and welcoming environment. Not only this Harrah’s Casino, but Harrah’s Casinos all over the country receive consistent praise from their customers with regard to the hospitality and friendliness of their staff. Not every casino realizes that making guests feel welcome and appreciated can go a long way towards making a visit, win or lose, more enjoyable. Harrah’s management should be commended for showing that kind of interest.
The casino at Harrah’s Philadelphia is open year-round 24/7, while the racetrack is open for live racing from March through December. Horse racing fans can also bet on and watch races from other tracks around the country, which are simulcast every day.
Dining and entertainment
Besides gambling, this facility’s other amenities include five restaurants, two shops for essentials and gifts, and varied entertainment. There used to be a buffet, but it closed and The Block Entertainment Center opened up in its place.
Restaurants include the fine dining fare Cove Steakhouse & Raw Bar (open Thursday – Sunday), and for more casual dining, Caffe Napoli, Riverview Tavern, Philly Steak Shack, Mien (an Asian restaurant) and Guy Fieri’s Philly Kitchen & Bar. Based on Yelp reviews and other sites, the general consensus among guests is that the food could be better. The entertainment at the C-Bar includes local musicians, singers, dancers, and DJs. The performances at The Block are more diverse and include vintage entertainers like the Goo Goo Dolls and Tony Orlando, as well as comedians and specialty shows.

The minimum age to gamble at Harrah’s Philadelphia Casino is 21. This is the same minimum age for gambling all of the licensed Pennsylvania land-based casinos. - Diamond
- Seven Stars
The number of tier points you have at any given time, which is reset back to zero on the first day of each year, determines your tier placement. In order to qualify for Platinum, Diamond, or Seven Stars status, you must earn 5,000, 15,000, or 150,000 points, respectively. Each higher level opens up additional enhanced rewards and privileges.

Ordinarily, one of the perks of top-tier status is complimentary hotel stays. But since Harrah’s Philadelphia doesn’t have a hotel, a player’s host can possibly arrange for the casino to pick up the cost of accommodations at a hotel nearby.
Diamond and Seven Star privileges
Depending on the player’s status, access to the Diamond Club or Seven Stars Lounge is another special privilege that is available only to those who qualify. However, Harrah’s Philadelphia doesn’t have a Seven Stars Lounge so, unlike Diamond level players, who can only visit the Diamond Club once a day, Seven Stars members and guests have unlimited visiting privileges.
Curiously, alcoholic beverages are not comped in the Diamond Lounge. This decision has many patrons, who spend staggering amounts of money in the casino, in an uproar. Some of the other enhanced rewards reserved for the casino’s top players are:
- Comped meals and shows
- Priority service
- Special gifts
- Getaway vacations
- Invitations to exclusive events
While Seven Stars players at Harrah’s Philadelphia may feel shortchanged by the absence of both a Seven Stars Lounge and a hotel, this casino makes up for it in a way by offering them a fantastic reward that is not available elsewhere. Every year they can have a horse race named after them (or another designated person). Then, after the race, the player and guest get their photo taken with the winning horse. They also receive a $25 credit to bet on another race and a $125 food credit.
In addition, every Saturday, Seven Stars members are invited to a “happy hour” with complimentary cocktails and hors-d’oeuvres. The highlight of the happy hour is a special drawing where five cardholders win $100 in free slot play.
Caesars Rewards offers something for everyone
Clearly, Harrah’s Philadelphia is a gambling facility that goes out of its way to treat its top players like royalty. But what makes Total Rewards a truly great program is only in part that it is high-roller friendly. All players, even small bettors, can earn enough reward credits to receive extra cash or convert their credits into casino comps. They can also access ongoing and special promotions. All players receive a small discount on the price of their meal at casino restaurants.
Summary
There is no such thing as a casino that is perfect in every respect and capable of completely satisfying every player. So we would be remiss in this review if we didn’t briefly mention some of the things which many of this casino’s customers have found not to their liking:
- Food could be better
- Beverage service could be faster
- No free drinks in the Diamond Club when they are complimentary on the casino floor
- Smell of smoke in the casino
- Tight slots
- Minimums on table games are too high
- Hard to earn decent comps from table game play
On the hand, players find the staff to be very courteous and friendly. Total Rewards and customer service staff and personal hosts do whatever they can to address players’ concerns and be accommodating. Furthermore, there is plenty of game variety, live and simulcast racing, and nightlife. Harrah’s Philadelphia is not only a fun place to gamble but also a fun place to spend an evening, have a pleasant meal and be entertained.
The Total Rewards Program, which Harrah’s Philadelphia participates in, is a standout because it rewards all levels of players and offers complete flexibility. Players also appreciate the convenience of the Caesars Priority Total Touch System, which allows them to check their Total Rewards account balance and redeem free play and other offers instantly any time.
While the lack of an on-site hotel is no doubt a big inconvenience for some players, what is nice about this casino’s location is its proximity to Philadelphia. Ultimately, you will have to weigh both the positives and negatives of this particular casino in order to decide if it is for you, but we think the pluses outweigh the minuses.

Understanding the basics of America’s most popular player’s club

Wherever you choose to play, understanding how the casino’s player reward program works is always advisable. Not only do you earn points for your play, which can be used for comps and sometimes free play or cash, but you can also expect to get valuable offers by mail from the casino, in accordance with the level of your play.
The better you understand how your program works, the more you can expect to get out of it. In my experience, one of the trickier programs to fully comprehend is Harrah’s Total Reward program. Base credits, bonus reward credits, tier credits…it can get a bit confusing. The purpose of this article is to explain the basics.
First, like most player reward programs, Harrah’s has a tiered reward system. The higher your tier, the better your perks are. Here are the various levels, from lowest to highest:
Gold: The entry level. New players are immediately entitled to discounts in the casino and offers based on play. All members may go to Harrah’s website and peruse a list of available offers.
Platinum: This second level affords some perks above gold, like free gifts and tournament entries. However, this is a fairly easy level to attain, so don’t expect to be treated like a VIP.
Diamond: At this level, lots of perks kick in—including access to VIP lines, private registration rooms and the Diamond lounges, which provide beverages and snacks. In addition, you receive better offers, free bonus reward credits and golf discounts.
Seven Stars: I don’t know much about this level, but I think it comes with more personal attention from casino hosts and the best offers. I’m told that members are entitled to a free cruise on the Norwegian Cruise Line.
Chairman: A little-known level that is only available to a small number of the highest rollers.
Next, I’ll explain the different kinds of credits: Base Reward Credits, Bonus Reward Credits and Tier Credits.
Base Reward Credits and Bonus Reward Credits are, essentially, worth the same. Playing just about anything in the casino (poker being an exception), as well as certain purchases, earn one or both kinds of points. The rate at which Base Reward Credits are earned tends to be open and straightforward, while it’s often a mystery for players how Bonus Reward Credits are earned. Each 100 credits of either kind is worth $1 in comps. (Personally, I think it would simplify the program a great deal to combine these two kinds of points together.)
Tier Credits are generally earned at the same rate as Base Reward Credits (poker is the only exception I know of). However, they are not cashable; they are only used to advance through the tier program. Here are the point requirements for each level:
Platinum: 4,000
Diamond: 11,000
Harrah's Reward Program
Seven Stars: 100,000 and be in “good standing.”
Chairman: Unknown, but it is rumored that the top player at each property attains this level automatically.
There is a one-day shortcut for the Tier program: if 2,000 points are earned in a single day, Platinum status is attained, while 3,000 points in one day will bump the player to Diamond status. These rules may vary by property.
Finally, here are some details on the rate at which points are earned for different kinds of games and purchases.
Slots: Every $100 bet earns 20 Base Reward Credits, for a comp rate of 0.2%. Bonus Reward Credits are earned a rate unknown to the public.
Video Poker: Total Rewards literature says that every $100 bet earns 10 Base Reward Credits, for a comp rate of 0.1%. However, I have heard that the rate is sometimes lower for the most liberal games. Bonus Reward Credits are also mysteriously earned in video poker. I believe looser pay tables earn Bonus Reward Credits at a slower rate, down to none at all.
Table Games: In my experience, table game players earn Base Reward Credits very slowly. Based on my experience at Harrah’s Las Vegas, I earned about 3.2 base reward credits and zero bonus rewards credits per $100 dollar bet in pai gow. This equates to a comp rate of 0.032%.
Sports: Every $100 bet earns a sum of 25 Base Reward Credits and Bonus Reward Credits. I don’t know how the 25 points are divided between the two types, but either way it equates to a comp rate of 0.25%.
Racing: Every $100 bet earns a sum of 200 Base Reward Credits and Bonus Reward Credits. Regardless of how they are divided, the comp rate is 2%.
Keno: Every $100 bet earns 60 Base Reward Credits and 90 Bonus Reward Credits, for a comp rate of 1.5%.
Poker: 28 Tier credits are earned for every hour of play. So no comps for poker play, but you can move up in tier status.
Purchases: Every $100 spent earns 20 Base Reward Credits and 80 Bonus Reward Credits, for a comp rate of 1%.
Base Reward and Bonus Reward Credits don’t expire as long as you don’t allow more than a year to pass between gambling sessions. Tier credits reset to zero at the beginning of each year. A tier earned in one year will usually remain until March 31 of the following year.
A piece of advice I would like to add is that Harrah’s offers are said to be strongly correlated to a player “average daily theoretical,” which is how much a player can expect to lose per day based on his gambling activity. For this reason, it would be disadvantageous to use your card on a day when you don’t play much, since it would lower your average. A Harrah’s day does not necessarily start at midnight, but may start at any time. I’ve heard 6:01 AM is a common starting point for a Harrah’s day.
Hopefully this offers some clarity as to how Harrah’s Total Rewards works, and will help you to capitalize on this extremely program. This information is based on what I’ve been told at Harrah’s Las Vegas, and what I’ve learned from other players familiar with the system. Details may vary from property to property, so please take everything I wrote with a grain of salt.
